Korea confirms anti-dumping duties on PET Film imports from Taiwan,Thailand and UAE

January 18th, the Korea Trade Commission(KTC) decided to request the Ministry of Strategy and Finance to impose 3.67% to 60.95% dumping prevention tariffs on PET films from Taiwan, Thailand and the UAE for five years in its 373rd meeting.

 

The rate imposed against Taiwan pet film:8.68%;

The rate imposed against thailand pet film:3.67%~3.71%;

and UAE 7.98%~60.95% anti dumping rate

 

 PET film,under investigation by Korea customs are listed HS code as 3920.62.0000 and 3920.69.0000

is widely used in many fields such as flexible packaging, industrial application, (solar back sheets and tapes,labels), optical application (LCDs and PDPs) and graphics,release film,window films,stamping foil,heat transfer foil etc.. The Korean PET film market was estimated at 1 trillion won (about 290,000 tons) in 2016, and the above-mentioned companies of the three countries are enjoying a share of about 10% of the Korean PEF film market.
Now Japanese pet film has  the toppest  marketshare in Korea.68.31%
China pet film has the 2nd marketshare 9.19% in Korea,following is Thailand.
Eventhough China and Korea government has reach the FTA agreement,
Most of China pet film manufacturer are imposed 12.92% anti dumping rate.

The Korea Trade Commission conducted a fair investigation under the WTO anti-dumping agreement and customs legislation and concluded that products imported from these countries were imported below their normal prices. The committee’s decision is that such imports damaged or may damage Korean products such as lowering prices of Korean products and profits of Korean companies.
